This paper addresses the appropriate legal and policy approach to sexual conduct involving people with dementia in care homes, where the mental capacity of one or both partners is compromised. Such conduct is prohibited by sections 34–42 of the Sexual Offences Act 2003, but this article asks whether this blanket prohibition is necessarily the appropriate response. The article considers a variety of alternative responses, eventually arguing that clearer guidance regarding prosecution should be issued

Women's secure hospital services: national bed numbers and distribution.
A mapping exercise as part of a pathway study of women in secure psychiatric services in the England and Wales was conducted. It aimed to (i) establish the extent and range of secure service provision for women nationally and (ii) establish the present and future care needs and pathways of care of women mentally disordered offenders (MDO) currently in low, medium and enhanced medium secure care. The study identified 589 medium secure beds, 46 enhanced medium secure beds (WEMSS) and 990 low secure beds for women nationally. Of the 589 medium secure beds, the majority (309, 52%) are in the NHS and under half (280, 48%) are in the independent sector (IS). The distribution of low secure beds is in the opposite direction, the majority (745, 75%) being in the IS and 254 (25%) in the NHS. Medium secure provision for women has grown over the past decade, but comparative data for low secure provision are not available. Most women are now in single sex facilities although a small number of mixed sex units remain. The findings have implications for the future commissioning of secure services for women

Policies for the regulation of coexistence between GM and conventional crops
Pollen-mediated gene flow is one of the main concerns associated with the introduction of genetically modified (GM) crops, since growers of GM varieties normally do not take into account its possible impact on conventional and organic growers therefore generating negative externalities. Should a premium for non-GM varieties emerge on the market, 'contamination' with GM pollen would generate a revenue loss for growers of non-GM varieties. The existence of such externalities has led the European Union (EU) to put forward the concept of coexistence in order to guarantee farmers' freedom to plant both conventional and GM varieties without generating economic losses to conventional farmers. The first part of this paper develops a simple economic model analysing the problem of pollen-mediated gene flow as a particular kind of production externality. The model, although simple, provides useful insights into the policy needed to regulate coexistence. Since pollen-mediated gene flow is distance-dependent, the externalities will depend on the spatial structure of GM adoption in the landscape. The second part of the paper, taking GM herbicide tolerant oilseed rape (Brassica napus) as a model crop, uses a Monte Carlo experiment to generate data and then estimate the effect of some important policy variables (i.e. number of GM and conventional fields in the landscape, width of buffer zones and spatial aggregation) on the magnitude of the externality associated with pollen-mediated gene flow. Our results show that buffer areas on conventional fields are more effective than those on GM fields and that the degree of spatial aggregation exerts the largest marginal effect on the externality to conventional growers. An Approximation to the Likelihood Function for Band-Power Estimates of CMB Anisotropies
Band-power estimates of cosmic microwave background fluctuations are now
routinely used to place constraints on cosmological parameters. For this to be
done in a rigorous fashion, the full likelihood function of band-power
estimates must be employed. Even for Gaussian theories, this likelihood
function is not itself Gaussian, for the simple reason that band-powers measure
the {\em variance} of the random sky fluctuations. In the context of Gaussian
sky fluctuations, we use an ideal situation to motivate a general form for the
full likelihood function from a given experiment. This form contains only two
free parameters, which can be determined if the 68% and 95% confidence
intervals of the true likelihood function are known. The ansatz works
remarkably well when compared to the complete likelihood function for a number
of experiments. For application of this kind of approach, we suggest that in
the future both 68% and 95% (and perhaps also the 99.7%) confidence intervals
be given when reporting experimental results.Comment: Published versio
Bell's theorem without inequalities and without alignments
A proof of Bell's theorem without inequalities is presented which exhibits
three remarkable properties: (a) reduced local states are immune to collective
decoherence; (b) distant local setups do not need to be aligned, since the
required perfect correlations are achieved for any local rotation of the local
setups; (c) local measurements require only individual measurements on the
qubits. Indeed, it is shown that this proof is essentially the only one which
